• No place kicks for either penalties or conversions.
• Following a score, the team that scored restarts the match.
• A kick-off that doesn't reach the 10 metre line, or goes directly into touch, gives the receiving team a free kick from the centre of the halfway line.
• Conversions must be taken from the in-goal area, within 40 seconds of the try being scored. If the time is exceeded, the kick is disallowed.
• If a kicker indicates they'll kick at goal from a penalty, the kick must be taken within 30 seconds. Otherwise a scrum is awarded at the mark and the opponents throw in.

• Team managers must register their team with the Tournament Committee at least 20 minutes before their first match.
• A maximum of 12 players may be registered. All players must be bona fide playing members of a rugby club.
• Players in the Qualifying League Clubs or Ladies competitions must be registered with the club they're playing for at the time of the competition.
• A player who has registered and played for one team may not play for another team under any circumstance.

• No more than 5 replacements or substitutes may be nominated, and no more than 7 players may be on the field.
• Up to 3 players may be replaced per match, as long as the referee is informed. Replacements must come from the registered team list.
• A substituted player may not return in that match, even to replace an injured player. The exception is replacing a player with a bleeding or open wound.

• Matches are 7 minutes each half with a 1 minute interval.
• The main final in each group is 10 minutes each half with a 1 minute interval.
• If pools have different numbers of teams, the organisers may adjust some match lengths to keep the tournament fair.

If two or more teams finish a group level on points, the winner is decided by, in order:

1. Largest points difference
2. Most tries scored
3. Most converted tries
4. Red and yellow cards
5. The toss of a coin

A drawn knockout match goes to extra time in 5 minute periods with no interval. The first team to score wins. The referee holds a toss before extra time, and the winner chooses to kick off or pick an end. Kick-offs then alternate.

• A yellow card means a 3 minute suspension. A red card means the player takes no further part in the tournament, and the referee may report it to the Organising Committee.
• Each team must supply a touch judge for each of its preliminary matches. In the finals, touch judges will be appointed referees.
• Only players, the referee and medically trained people may enter the playing area.
